Who watches the watcher?

It is always said that god is watching over man and seeing wether he does right or wrong, presumably for rewards and punishments in the afterlife... So who watches the watcher? Who then, is above god, that he will ensure that he does what is right, just, and true? God can do whatever pleases him. Noone can stop him. Why should we believe that god is always "doing what's right"?
